@maiyannah Yes. It's all rather sadmaking. Signal will protect voice calls with ZRTP, which is about as good as it gets for the content, but the metadata which Google will have about Signal users is probably quite extensive and useful for rounding people up before or after a protest. The government might even be able to selectively censor Signal users by having an agreement with Google to block the push notifications when it suits them.
I notice there are a few security people promoting xmpp over Tor, but they're a small minority among the mass of Signal promoters. Matrix might be an option in future, but as mentioned at !fosdem it currently has no way to defend the metadata.

Not surprising, but this is a dilemma for any protests which the government doesn't like (which I expect to be nearly all of them). To mobilize a lot of people requires engaging with the silos but at the same time the silos will usually divulge whatever data they have to the government.
